Letter to the editor: Oxy students demand a People’s Budget in LA, stand with BLMLA

To Our City Leaders, 

The COVID-19 pandemic has fundamentally altered the course of each of our lives, but that doesn’t mean we are all equally harmed by its consequences. Black, Latinx, and Pacific Islander residents are dying at far higher rates due to racial and economic inequality in health care. The city’s 36,300 unhoused residents are still without housing, which has created large outbreaks that are difficult to contain. At least 24% of residents have filed for unemployment, an unprecedented number that doesn’t even count the undocumented and underemployed Angelenos who will likely receive no government support. Less than half of the county is still employed. Given the city’s unwillingness to freeze rent and mortgage payments, LA renters — one-third of whom were already spending more than half of their income on rent — are faced with decisions like “food or rent?” 

We, the students of Occidental College, urge you to fund desperately-needed services for our most vulnerable neighbors, not increase police funding. 

Mayor Eric Garcetti’s proposed budget would cut more than 100 million dollars from critical services such as housing, family support, transportation, cultural affairs, climate justice and mental health and would furlough 16,000 city employees doing this work. Amidst a worsening housing crisis, this budget would reduce housing and community investment by 9.4% from last year. Workforce development, including YouthSource Centers which were researched by Oxy students for the Mayor’s Office this spring and were found to be in urgent need of substantial investment, would receive an 8.9% funding cut.

The Mayor’s budget does increase funding for one department: The Los Angeles Police Department. LAPD’s budget would increase by more than 135 million dollars from year to year. LAPD’s budget would be a whopping 54% of the city’s total discretionary budget — that’s 3.2 billion dollars ($3,200,000,000!) in annual spending for an agency that isn’t trusted, that has been riddled by acts of police brutality, hundreds of unprosecuted shootings by officers, with historical and on-going harms committed in Black and Latinx neighborhoods and against unhoused Angelenos. We understand the desire for public safety, but giving $3.2 billion dollars to LAPD is not a safe solution. Public safety does not equal policing

Crime is declining, especially during the pandemic. Our neighbors are hurting and they need more support, not more militarized police. This classic austerity budget will only serve to extend harms and reduce quality of life. 

We stand with Black Lives Matter Los Angeles and the People’s Budget LA coalition in requesting a re-envisioning of public safety and a re-prioritization of our city’s budget. A budget is a reflection of our values, which is why The City of Los Angeles should support the People’s Budget demands by decreasing funding for police and increasing funding for housing, healthcare, good jobs, healthy food, mental healthcare, free public transit, educational enrichment, and resources for struggling small businesses. Angelenos have already succeeded in delaying the budget vote, so now is the time to build a better budget. 

As students of Occidental College, we have a responsibility to do more than just use Los Angeles as a classroom and stand in solidarity with Angelenos who must deal with the burdens of slashed community services and violent policing year-round. 

In this time of intersecting health, economic, and housing crises, we stand with Black Lives Matter LA and the People’s Budget coalition in demanding that you pass a budget which supports more care, not more cops.
